Recently transferred to an anti-terrorist unit, Deke DaSilva (Stallone) and Matthew Fox (Williams) must find and stop Wulfgar before he can strike again, but lose him after a chase through a crowded subway train. When Wulfgar and his accomplice, Shakka (Persis Khambatta), hijack a group of U.N. diplomats aboard a Roosevelt Island tram, the stage is set for a final confrontation with Deke-and only one of them will survive.
